In the aftermath of the attacks of September 11, 2001, the United Nations Security Council moved swiftly and laid the keystone of an international framework of counterterrorism efforts. Twenty years later, it’s past time to rethink all of them.

Back then, the Security Council obliged states to deny terrorists safe haven and material support through Resolution 1373. The resolution is still unique in its scope, with no limits on its application in terms of groups, geography, or time. To help advance it, Security Council members established the Counter-Terrorism Directorate, or CTED. They have visited over 100 countries to assess compliance and needs, and identified gaps and challenges in their counterterrorism frameworks.

Not only did the American withdrawal from Afghanistan end a long-term presence in a country rife with conflict, but it also rendered inaccessible an important location where the United States collected intelligence on—and acted against—terrorist threats to the homeland and American interests abroad. Central Intelligence Agency Director William J. Burns suggested as much several months before the US exit, when he told the Senate Intelligence Committee in April that withdrawing came with a “significant risk” that groups such as al-Qaeda or the Islamic State might try to re-establish a robust presence there.

The Quad’s Counterterrorism Priorities (Kabir Taneja, ORF)

The Quad’s first in-person meet in late September, to be hosted by US President Joe Biden in Washington D.C., comes only weeks after the end of the two-decade-long war in Afghanistan and the fall of Kabul to the Taliban. The return of the Taliban has redefined the American ‘war on terror’, and new questions are being raised over counterterrorism policies and aims in the post-9/11 era. For the US, the movement from “war on terror” to “over the horizon” counterterror design is a forced shift in thinking with a blueprint that is yet to be formulated.

France says that the leader of ISIL (ISIS)-affiliated Islamic State in Greater Sahara (ISGS) group, known for its deadly attacks in the so-called tri-border region of Mali, Niger and Burkina Faso, has been killed by French forces.

“[Adnan Abu Walid al-Sahrawi], leader of the terrorist group Islamic State in the Greater Sahara was neutralised by French forces,” French President Emmanuel Macron said in a tweet on Thursday.
