Can NYC Build an Ethical Artificial Intelligence Ecosystem? (Zack Quaintance, Government Technology)

New York City has released a 116-page strategic vision for how it plans to benefit from artificial intelligence as a community, with an emphasis on doing so in ethical and responsible ways.

The plan, dubbed The New York City Artificial Intelligence Strategy, was released yesterday by the NYC Mayor’s Office of the Chief Technology Officer. This plan is perhaps unprecedented in many ways, marking the most extensive and proactive action taken toward one of the world’s fast-evolving technologies by a U.S. city government.

Treasury Analysis Identifies Cryptocurrency Exchanges Associated With Ransomware (Mariam Baksh, Nextgov)

The Treasury Department’s Financial Crimes Enforcement Network is using a combination of greater ransomware disclosures and commercially available tools for blockchain analysis to figure out which cryptocurrency exchanges are facilitating payments to ransomware criminals.

“This analysis allowed FinCEN to chart the flow of ransomware payments in [Bitcoin] to identify which [Convertible Virtual Currency] exchanges and services ransomware actors used to launder their proceeds,” reads a report Treasury released Friday.

Navy to Prototype Fish-Inspired, Autonomous Robots with ‘Self-Healing’ Parts (Brandi Vincent, Nextgov)

U.S. Navy officials are developing next-generation autonomous underwater robots that generate virtually no radiated noise while navigating the ocean.

To make the actuators—or components that move and help control the overall systems—they are drawing inspiration from the biology of creatures that inhabit waters where those futuristic vehicles will operate.

Droni intelligenti e reti mesh: stato dell’arte e sfide tecnologiche (Laura Belli, Luca Davoli, Gianluigi Ferrari, Emanuele Pagliari, Agenda Digitale)

Robot Hacking Games. China’s Competitions to Automate the Software Vulnerability Lifecycle (Dakota Cary, CSET)

Software vulnerability discovery, patching, and exploitation—collectively known as the vulnerability lifecycle—is time consuming and labor intensive. Automating the process could significantly improve software security and offensive hacking. The Defense Advanced Research Projects Agency’s Cyber Grand Challenge supported teams of researchers from 2014 to 2016 that worked to create these tools. China took notice. In 2017, China hosted its first Robot Hacking Game, seeking to automate the software vulnerability lifecycle. Since then, China has hosted seven such competitions and the People’s Liberation Army has increased its role in hosting the games.
