Abdel Fattah al-Burhan and his deputy Lt.-Gen. Mohamed Hamdan Dagalo (also known as “Hemedti”), are banking on that fact as they seek to press the Biden administration to focus its Sudan policy on stability, rather than supporting calls for democracy.
