The United States and the European Union have announced their commitment to a key international agreement on responsible behavior online, three years after French President Emmanuel Macron first made the call.

Vice President Kamala Harris highlighted cybersecurity in remarks the White House released Friday from a press conference in Paris. Harris is in Paris for an annual peace forum where Macron in 2018 issued the Paris Call for Trust and Security in Cyberspace.

US to face backlash in forming ‘united front’ with new cyber bureau to suppress China, Russia: expert (Xu Keyue, Global Times)

The US is stepping up its pace in grabbing its discourse power globally on cyberspace and other emerging technologies with its move to form a new bureau for cyberspace and digital policy at the State Department.

Although the US government does not identify any specific country in the official statement, media and experts believe the new plan is aimed at winning an internal power struggle in Washington by hyping international cybersecurity problems, especially so-called challenges from China and Russia.

Firebreaks, firewalls, and ‘windows of opportunity’ in cyber norms (Moliehi Makumane, ORF)

The norms, rules, and principles of responsible state behaviour are not unlike firewalls and firebreaks. Firewalls and firebreaks are the first line of defence if a fire breaks out; to prevent the spread of the fire, an actual wall is erected to separate buildings or subdivide them to protect the structure of a building even if the structures on either side of the firewall collapse. It buys time, till eventually the fire is put out. Similarly, a firebreak is a gap in vegetation or other combustible material that acts as a barrier to slow or stop the progress of a wildfire. In cyberspace, both firewalls and firebreaks are important; however, a Silicon Review article argued that prevention offered by a firewall sometimes fails so a firebreak is also required: Detection and response.
