These are turbulent times. The world is becoming more competitive, unstable and unpredictable. Russia continues its pattern of aggressive military and hybrid actions. China is more assertive abroad and oppressive at home. Together, they are at the forefront of an authoritarian challenge to the democratic international order. At the same time, cyberattacks are becoming more frequent, sophisticated and disruptive; terrorist threats persist; nuclear weapons are proliferating; and the changing climate precipitates instability and fuels crises.

These challenges affect our security on both sides of the Atlantic. They are each different, but there is only one way for North America and Europe to tackle them, and that is together, in NATO.

The twin shocks of the U.S. troop withdrawal from Afghanistan and the AUKUS nuclear submarine deal — along with the heavy toll of President Donald Trump’s tenure — have triggered an ongoing discussion in U.S.-Europe security relations. In particular, given the United States’ increased focus on the Indo-Pacific region in tackling the China challenge, the European Union has been more concretely reflecting on how to increase its military capabilities in regions which are no longer security priorities for Washington. So far, the North Atlantic Treaty Organization (NATO) has been the key military organization responsible for security in the trans-Atlantic space; therefore, an increased military role for the EU raises questions about how the two organizations would relate to each other.

NATO Chief Touts Alliance’s Forces In Baltics Ahead Of Foreign Ministers Meeting In Riga (RFE RL)

NATO Secretary-General Jens Stoltenberg is scheduled to visit a combat-ready battle group in Latvia on November 29 ahead of a meeting of NATO foreign ministers in Riga later this week.

Stoltenberg, speaking on November 28 at a news conference in the Latvian capital, said the battle group is part of a significant increase by NATO in the Baltic region that has taken place in recent years.
