Afghanistan/Turkey. Reports That Turkey Poised To Recognize Taliban As Afghanistan’s Government (RT)

NATO member Turkey is reportedly nearing a deal to recognize Afghanistan’s Taliban government and operate the Kabul airport in partnership with Qatar, paving the way for the Islamist group to attract foreign aid and investment.

The agreement is awaiting approval by Turkish President Recep Tayyip Erdogan and will be finalized once Washington’s exit is completed, the Middle East Eye (MEE) reported on Saturday, citing two unidentified people familiar with the negotiations.

Afghanistan/Turkey. Turkey holds first talks with the Taliban in Kabul (Al Jazeera)

President Recep Tayyip Erdogan on Friday said Turkey held its first talks with the Taliban in Kabul, adding Ankara was still assessing the armed group’s offer to assist in operating the international airport.

The Turkish leader said discussions were held at a military facility at the Kabul airport where Turkey’s embassy is temporarily stationed.

Despite earlier reports that Turkey had dropped plans to secure Kabul’s international airport, Turkish President Recep Tayyip Erdogan said Friday that Turkey is ready to talk with the Taliban about what role, if any, Turkey would play in Afghanistan.

“If there is a knock on our door, we will open it for dialogue,” Erdogan said Friday.

Following the Second Karabakh War (September 27–November 9, 2020) between Armenia and Azerbaijan and Turkey’s support for the latter in that conflict, Ankara has been pushing for Baku to become more involved in Turkish geopolitical plays (see EDM July 19). In particular, Turkey openly wants Azerbaijan to recognize the Turkish Republic of Northern Cyprus (TRNC) as an independent state. But Baku is wary of the risky ramifications of such recognition along various foreign policy fronts.

Turkey – Turkey Recalibrates Its Hard Power (Crisis Group)

Since 2016, when President Recep Tayyip Erdoğan survived a coup attempt, the Turkish leader has added a military edge to his foreign policy. Turkey’s subsequent interventions in Syria and Libya and support for Azerbaijan in its mid-2020 war with Armenia over Nagorno-Karabakh have paid dividends for Erdoğan, not only in those conflicts but also at home, shoring up his nationalist support. Ankara’s activism abroad has, however, unnerved not just rivals, but also some of Turkey’s allies, particularly Western powers already troubled by Erdoğan’s domestic policies and relations with Russia. To mitigate the fallout, Ankara has sought to smoothe ruffled feathers in the West. But even if Turkey and its Western allies can put some of their differences behind them, their divergent interests and worldviews suggest that tension and mistrust will persist.

Azerbaijan/Pakistan/Turkey – Azerbaijan Boosts Trilateral Cooperation With Pakistan and Turkey (The Jamestown Foundation)

On July 27, the parliamentary speakers of Turkey, Azerbaijan and Pakistan signed a strategic partnership document—the “Baku Declaration”—in Baku, Azerbaijan, which creates a new format for political cooperation between the three states (Azertag, July 27). The foundation for this grouping was originally laid in 2017, when Azerbaijan’s then–foreign minister Elmar Mammadyarov held the first trilateral meeting with his counterparts from Turkey and Pakistan, Mevlüt Çavuşoğlu and Khawaja Muhammad Asif (since succeeded), respectively, in the Azerbaijani capital (Azertag, November 30, 2017). The declaration signed by the three ministers at that time “underlined the firm determination of their states to explore the ways to develop trilateral cooperation” and agreed to regularly hold successive trilateral meetings (Islamabad.mfa.gov.az, November 30, 2017). In a similar vein, last month’s declaration of the parliamentary speakers vowed to build lasting tripartite cooperation between their parliaments and agreed to meet next year in Islamabad (Meclis.gov.az, July 27).
